They throttle based on how you use your service. I agree with Joe. Overall slow speeds. How can you possible use 5Mb down if you aren't streaming or xbox live? That speed it limited to 1.5m, and I'm lucky it I get 1M streaming. Go else were if you can. you have to pay allot more than comcast to get good streaming speeds.
